The Senate of the Republic took a crucial step on the night of Wednesday, December 11, approving the bill that seeks to toughen penalties for animal abuse and unify the procedure to sanction such behavior.
News Colombia.
The cruel actions towards animals in Colombia are about to be legally prosecuted. The Angel Law, promoted by Senator Andrea Padilla, has advanced one step further and only needs one debate to be signed.
This project, known as the Angel Law, moved to the fourth and final debate, which brings closer the possibility of updating the provisions on animal protection and welfare in Colombia.

The main objective of the Angel Law is to modify Law 1774 of 2016, excluding the possibility of applying criminal benefits in cases of sexual abuse against animals, and classifying these acts as autonomous crimes, instead of aggravating the abuse.
In this way, we seek to strengthen the fight against animal abuse and establish stricter sanctions for those who commit these acts of cruelty.
Senator Andrea Padilla (Green Alliance), who presented the law, celebrated the progress on social networks, expressing her satisfaction with the support received.
In a published video, he thanked his team of advisors and highlighted that “smiles are accompanied by happiness,” reflecting the support that the initiative has received. It is expected that the last debate is carried out before the end of the year, which could lead to its promulgation.
«The Angel Law passed the third debate. Our great speaker, Juan Carlos Wills, put up the fight. We are very happy. It was not scheduled to be debated today, but the universe blessed us with a sudden scheduling,” said Senator Andrea Padilla.
It should be noted that the Ángel Law pays tribute to Ángel, a dog who was the victim of a brutal act of animal abuse in 2021.
His case, which moved public opinion, showed the urgent need to reform the laws to strengthen animal protection in the country. Despite the efforts made by animal defense organizations, such as the Asociación Mi Mejor Amigo, the physical and emotional consequences of the attack were irreversible.
What’s next?
Being an Ordinary Law, the Angel Law must go through four debates, two in the Senate and two in the House of Representatives. With its recent advancement, the bill moves closer to becoming a more effective legal tool to protect animal rights in Colombia.
