The National Assembly (AN) of 2020 approved the report of the Special Commission for the Defense of the Territory of Guayana Esequiba and Territorial Sovereignty, corresponding to the period 2021-2024
The National Assembly (AN) in 2020 approved 17 of the 25 laws that were planned to be worked on in 2024, reported the president of the Legislature, Jorge Rodríguez.
He gave the balance in the ordinary session this Thursday, December 12, in which he also recalled that there are 90 regulations that have been approved since 2021 when this new Parliament took office. “It’s easy to say, but this assembly renewed public powers and called for a consultative referendum to defend the country’s rights over the Essequibo,” he said.
In January of this year the National Assembly unanimously approved the Legislative Plan. There were 25 laws that would be worked on in this period, three less than the previous year, when he promised 28, but only managed to sanction 12 from the initial list.
Jorge Rodríguez stated in the presentation of the 2024 legislative balance that no “law firm” prevented the laws that were made from being for the people and not for “domes.”

«It was a fundamental effort to exercise true democracy and not remain locked in these walls. I have no doubt that we have made mistakes and that we must deepen the original work (…) we must rectify the errors, but despite this, you (the deputies) rescued the legislative power,” Rodríguez said.
The president of the Legislature celebrated the approval of the Law Against NGOs and argued that this was necessary to regulate this matter because, he alleged, alleged groups were conspiring under a “front.” He also described the sanction of the Liberator Simón Bolívar Law as an achievement because, he commented, it will give Venezuela a route to act against those who attack the country.
He highlighted the reforms that were made to the laws of popular power. «The motto ‘commune or nothing’ cannot be made a reality if we do not adapt the processes of exercising popular power politics to the new times. That’s why we went to the communes and took into account every word of the citizens. Those norms were built by every woman and man in the town,” he added.
He criticized foreign governments that with “sanctions” they thought would torpedo the “stability of the country.” However, he maintained, it was not like that. “There are those who insist that they must maintain these actions that only generate suffering for the people,” he expressed.
“On January 10, 2025, the AN will be swearing in the Constitutional President, Nicolás Maduro Moros, elected by the vote of the people and proclaimed by the CNE,” he expressed before the plenary session.
He said he would not be surprised if next year the opposition seeks to reinstate legislative delegate commissions or even a “monarchy.” He deplored the management of the previous Parliament, which was dominated by the opposition.
The Parliament with a pro-government majority approved the report of the Special Commission for the Defense of the Territory of Guayana Esequiba and Territorial Sovereignty, corresponding to the period 2021-2024.
The report was presented by deputy Hermann Escarrá, president of the Special Commission for the Defense of the Territory of Guayana Esequiba and the Territorial Sovereignty of the AN.
From his seat he highlighted the commission’s commitment to “keeping the legacy of Simón Bolívar alive.” He expressed that the work of this body focused on defending the territorial identity, self-determination and sovereignty of the Venezuelan people, fundamental principles of the Republic.
«The traitors are left behind and here are those of us who love the country and those of us who are capable of giving what we have to give. The process we experienced was precisely that of replacing a bourgeois democracy with a participatory one. And move towards a democratic, social State that defends our territory, our self-determination and sovereignty. I reiterate the ratification and recognition of the democratic opposition that we had within the commission. The Bolivarian forces are different, because they are clear why they are making the best history of Venezuela,” he added.
