The Legislative Assembly of São Paulo (Alesp) approved, in an extraordinary session on Tuesday night (10), the proposal that exempts vehicles powered by hydrogen or hybrids – combustion and electric engines – from paying Vehicle Ownership Tax Automotive (IPVA). There were 53 votes in favor and 10 against.
The measure comes into effect from January 1, 2025 and will be valid until December 2026, as soon as it is sanctioned by Governor Tarcísio de Freitas, which should happen without any major problems since the project is authored by the government itself. state.
According to the approved project, the initiative is valid for models worth up to R$250,000. After the 2 years of validity, the rate will be gradually adjusted, becoming 2% in 2028, 3% in 2029 and reaching 4% from 2030 onwards.
Buses and trucks
The project also exempts buses and trucks powered exclusively by hydrogen or natural gas, including biomethane, the gas originating from biogas, from the tax. But the exemption is valid from January 2025 to December 2029.
The justification for the initiative, according to the state government, is the reduction in the emission of polluting gases as well as the incentive for new investments in the production chain of vehicles powered by clean and renewable energy.
The criticisms from deputies opposed to the project are based on the measure not including 100% electric vehicles.
