With a speech that advocates unity, the renewal and a change in the country’s economy, Vicente Cuéllar opened his campaign house in district 11 (central zone) of the capital of Santa Cruz, on the night of Monday, December 9.

Although the national elections are scheduled for August 2025 and the electoral contest has not officially begun, in practice several “pre-candidates” have already been working in the field for weeks to gain followers to their ranks.

“There will be no impunity or forgiveness for those who committed the fraud in 2019. There will be no forgiveness for those who deceived the Bolivian people with 21 F. We are going to restore the trust of the Bolivian people with independent and transparent justice,” was one of the promises made by Cuéllar, pre-candidate for the presidency of Bolivia.

Although at the beginning it focused on the economic area, it also referred to justice and the need for transparency, for which he offered 30 years in prison for corrupt administrators of justice, for rapists and for land grabbers.

“(…) 30 years for the oppressors. For the overwhelming ones we are going to change the laws, and We are going to prosecute them as a crime of terrorism, because that is what they are, those who are destroying the productive apparatus in this country. Those overwhelming people who come to generate insecurity in the Bolivian people,” said Cuéllar, to the cheers of his audience.

Cuéllar described himself as “a person who looks like you” and gave examples of work in which he worked before becoming a university professor.

“Whoever speaks to you looks like you; whoever speaks to them comes from below and I am not ashamed of having been a bricklayer’s assistant, of having run a store in La Ramada; But God has guided my steps and has given me the possibility of being here, with you to build a new Bolivia, that returns progress and well-being to all Bolivians,” he expressed.

Proposals

In his vision for the country: “We are going to build a new Bolivia, which restores faith, hope in democracy and freedom to all Bolivians.”

For Cuéllar things are clear: “There is only one option, either we stay stuck in the past, or we unite to build a new Bolivia, which generates opportunities for all Bolivians. And that is the only option to overcome the crisis.”

Within his economic proposals, Cuéllar mentioned the need to “shrinking” the State, which means closing six ministries, so that only 10 remain. According to him, this will lead to a saving of Bs 6 billion. Of course, he promised young people to create the Ministry of Entrepreneurship, which will provide young people with seed capital so that they can “materialize their ideas.”

Another way to save, in Cuéllar’s proposal, is to close 24 loss-making state companiesAccording to their calculation, this will mean a saving of Bs 8 billion.

But he also talked about reduce the number of parliamentarians in the Plurinational Legislative Assembly, from 130 to 70 deputies, which will also only be uninominal. “They do nothing for their region,” he justified, and accused them of campaigning and being at the “service of the government in power.”

As for public officials, Cuéllar advocated the meritocracy so that the positions are occupied by suitable people, who, in addition, must guarantee all their assets before assuming their position, this in order to avoid unethical and criminal behavior; so that they are transparent officials and not corrupt or thieves.

And in the external aspect, he pointed out that seeking to establish a new Bolivia’s relationship with the worldthat goes beyond political ideology, and focuses on commercial and diplomatic relations that favor Bolivia, for example, with investments.

Finally, Vicente Cuéllar spoke directly to the young people, whom he invited to follow him, and told them that he knew how they thought and what their dreams were, given his closeness to the university community. He also asked them to be a bridge between him and their families, seeking their support, although he assured that, in his tour of the country, he managed to concentrate a national structure for his party, Cambio 25.
