More than seven thousand students with special and outstanding abilities in 24 High Performance Colleges (COAR) cannot develop their skills and abilities due to the poor Internet maintained by the Ministry of Education (Minedu) in the institutions.

According to Cuarto Poder, at least 140 megabytes (MB) are needed for computer equipment to function, but only 24 of 25 schools have 50 MB, due to the contract signed between Minedu and the company Viettel. It was not possible to correct it during the year, nine months without being able to improve the bandwidth due to administrative processes.
Sandro Marcone, former head of Minedu’s Technology Office, He pointed out that a school with 400 students with a model of intensive permanent use should have at least 200 MB, an appropriate connection for the computers to work.
Marilú Martens, first director of Coar Limapointed out that they need connectivity with libraries and to be connected with the production of other schools. “They are 3rd, 4th and 5th grade high school students who have obtained first places in their promotion. They compete through an evaluation, they have an international baccalaureate”he pointed out.
Minedu is obliged to maintain the high standards that it has maintained for years in order to enhance the talent and capabilities of the students. However, administrative inability is detrimental to the country’s geniuses.
“It is worrying, the Internet allocated by Minedu barely supplies two laptops. All this year we parents have been paying for Internet service. “Each section has rented an Internet provider for the section and the 25 students.”said one of the parents.
Daniel Maldonado, head of Minedu’s Information Technology Office, pointed out that the connectivity of the 24 COARs is assured. “We are going to use the tools we have for public tenders, we are going to obtain the goodwill of the bidder who benefits”said.
