Víctor Torres is a childhood friend of Dina and Nicanor Boluarte, the questioned president and the fugitive brother from justice, who was hired by Qali Warma when the president was the head of Midis, a hiring that, according to Torres himself, was irregular.
The friend of the Boluartes has confessed to the Prosecutor’s Office that he came to the Qali Warma program thanks to Nicanor Boluarte, who is now untraceable after being placed in preventive detention. However, before this hiring he had a peculiar visit to an old acquaintance: Fredy Hinojosa, the president’s now spokesperson.
According to End PointTorres, as an aspiring effective collaborator and physical education teacher, obtained an order from Midis for 12 thousand soles for “identifying good practices” in Wali Warma, also going through the País program, also from Midis headed by Dina Boluarte , where he received the same amount of money for training labor gymnastics and active breaks.
And on October 29, 2021, when Qali Warma’s human resources area warned of the need for a professional to identify good practices, the request was approved the next day by Fredy Hinojosa, who was director of the program assigned to Midis.
On November 9, Torres was asked for a quote by email, who responded the same day and it was that same November 9 that the Boluartes’ friend registered as a supplier to the State. The next day the service order is issued for 12 thousand soles in Qali Warma.
According to the Sunday newspaper, before Torres was hired, he met with Hinojosa, as can be verified in official records. Four days before there was even a need to hire someone for the position, Torres and Hinojosa met at the Midis building.
This meeting and the subsequent hiring of Torres is, to say the least, striking, since there was no prior reason for a meeting of this type. It should be remembered that on October 23 of this year, the case of alleged collusion by Dina Boluarte was declared complex, applying the deadline to eight months calculated from July 2. That is, the deadline for the investigations is until March 2025. This is a case that we must not lose sight of.
