Nicanor Boluarte: Could the National Police anticipate the escape of President Dina Boluarte’s brother?

Nicanor Boluarte: Could the National Police anticipate the escape of President Dina Boluarte's brother?

Nicanor Boluarte went into hiding on November 19after the judge Richard Concepción Carhuancho dictate 36 months of preventive detention for the case Waykis in the Shadowwhere he was accused of being the leader of a criminal organization that appointed prefects and sub-prefects with whom he finally sought the creation of his political party Ciudadanos por el Perú, in Cajamarca.

On that occasion, the president’s brother was not present during the last day of the hearing. However, he was present during the three long days of the reading of the sentence: Friday, Saturday and even Sunday, November 17. When the judge asked his lawyer, Luis Vivanco, about what was happening, the legal defender replied that he had not been able to communicate with his client by phone.

After that, the lawyer together with his colleague Joseph Campos, representatives of Boluarte Zegarradescribed as arbitrary the decision made by the magistrate, who since May of this year was evaluating the preventive detention hearing. Campos did not support or criticize his client’s decision not to have surrendered to the authorities.

After his location and national and international capture were made official, Nicanor, from hiding, wanted to appoint the lawyer Humberto Abanto as their new lawyer to take their case in the appeal they were making to the Superior Court of Justice of Lima. However, the First Preparatory Investigation Court, under the direction of Judge Richard Concepción Carhuancho, stopped her request and asked the president’s brother to present it personally.

Meanwhile, at the house of the investigated person, in the district of San Borja, the Judicial Police Division arrived on November 20 to try to capture him; However, great was his surprise at not finding it. Sources within the PNP indicated that they only found his daughter, who assured them that they did not know the whereabouts of their father.

Two police officers showed up at the house. The agents, in compliance with protocol, did not enter the place and, after conducting the interview, they left without carrying out any other visible action. Given the decision made by the president’s brother—not to submit to justice, like Vladimir Cerron— Dina Boluarte finds herself between a rock and a hard place as she is linked to them.

Could the National Police foresee that Nicanor Boluarte went into hiding after Concepción Carhuancho ordered 36 months of preventive detention for the alleged crimes of criminal organization, influence peddling, and generic active bribery? The Republic contacted the former PNP general director Eduardo Pérez Rocha, who has already questioned the actions carried out by the institution.

Eduardo Pérez Rocha, former director general of the PNP: “There is no will to locate Nicanor Boluarte”

The former director general of the National Police of Peru (PNP), Eduardo Pérez Rocha, expressed his concern about the escape of Nicanor Boluartea case that has called into question the operational capacity of the police institution. According to Pérez Rocha, despite the provisions issued by the Minister of the Interior, Juan José Santiváñezwho created a specialized team to monitor and monitor him, the PNP could not foresee or prevent him from leaving.

“It is assumed that there was already a provision from the Minister of the Interior to create a specialized team solely and exclusively to monitor Boluarte. However, there has been nothing positive,” said Pérez Rocha. The former director also highlighted the lack of adequate technology in the PNP, pointing out that the cyber call interception system, known as Constellation, is obsolete and has a limited radius of action of only 300 meters.

“While it is true that there is information about telephone calls, current technology should make it possible to locate a person even in a specific building. However, this is not happening,” he added. Pérez Rocha also mentioned the possible lack of will within the institution to carry out the necessary actions to detect and locate Boluarte.

“… but in any case it seems to me that what is happening is that there is no will to be able to detect and locate it. This is what is serious and worrying,” he stated.
