Eleiner Sánchez, director of the ”26 de Julio” Center for Processed Persons, was detained in the middle of Operation Gran Cacique Guaicaipuro that was activated on Saturday in that prison located in San Juan de los Morros (Guárico).
According to military sources, Sánchez was detected in contact with the 76 negative leaders who were evicted from the aforementioned establishment precisely on Saturday penitentiary. But beyond the contacts, Sánchez had allegedly sealed commitments with that group of pranes, who exercised command within the “26 de Julio” Center for Processed Persons, imposing rules and charging for services to the inmate population such as the use of cell phones and family visits, among others, according to reports.
Likewise, this band of negative leaders organized ”criminal and destabilizing” actions from the Llanera prison, explained one of the military leaders participating in Operation Gran Cacique Guaicaipuro.
This operation is carried out by officials of the Bolivarian National Guard (GNB) who carried out a search in the detention areas of the prison, as well as the female annex, whose director, Marlin Rodríguez, was interrogated by the military authorities.
The Minister for the Penitentiary Service, Julio García Zerpa, moved to San Juan de los Morros to participate in Operation Gran Cacique Guaicaipuro, which he described as successful.
”This operation is carried out with a firm commitment to respect human rights and the Law, within the framework of the transformation of the country’s penitentiary system,” García Zerpa wrote on the social networks of the Ministry for the Penitentiary Service.
”The goal is clear: to establish an organized and disciplined regime that allows difficulties to be identified and corrected, always focused on the social reintegration of new men and women,” the Minister concluded.
The ”26 de Julio” Center for Defendants is the prison with the largest inmate population in Venezuela, which totals 2,036 prisoners, according to figures obtained from the Ministry of Penitentiary Service.
That prison was inaugurated on February 27, 2015 by the then minister Iris Varela. The establishment served to house part of the inmate population that was in the General Penitentiary of Venezuela, which was evicted on October 28, 2017.
The Tren del Llano criminal structure operates in Guárico, whose main base of operations is located in the vicinity of the Guanapito Spa, Altagracia de Orituco, approximately an hour and a half from San Juan de los Morros. Its leader is Oscar de Jesús Noguera Hernández (El Diente), who appears on the list of the most wanted criminals in Venezuela.
Alias El Diente published several videos on July 29 and 30 showing how he and his armed group carried out violent actions around a school in San Francisco de Macaira (Guárico) where soldiers from the Plan República were present. Other cells of the Tren del Llano also carried out acts of violence in Valle de la Pascua (Guárico), according to published videos.
