Senate approves resources to regularize favelas and invaded areas

The bill that allocates 2% of resources from the National Urban Housing Program (PNHU) for the regularization of favelas and squatter areas in large cities was approved this Thursday (5) by the plenary of the Federal Senate.Senate approves resources to regularize favelas and invaded areas

Technical and financial support for land regularization initiatives in urban settlements is provided for in the bill of the Chamber of Deputies (PLC 64/2016), by federal deputy Soraya Santos (MDB-RJ). The proposal now goes to President Luiz Inácio Lula da Silva for approval.

Soraya states that the federal government’s Minha Casa Minha Vida program did not incorporate land regularization into the program, which hindered the allocation of federal resources for this policy, since the initiative is only aimed at the production of new housing units.

For the deputy, land regularization promotes the right to the city, which “involves much more than building houses”.

Among the measures foreseen in the project are the guarantee of technical and financial support for regularization actions and the prohibition of contingency of these resources. The text also reserves 2% of the PNHU budget for the public offering of resources intended for economic subsidies in municipalities with up to 50 thousand inhabitants.

Regulation

According to the approved project, after sanction, it will be up to the Executive Branch to define specific rules for selecting the beneficiaries of the resources allocated by the project.

The regulation must also create rules for contracting financing in regularization actions.
