The Senate Plenary approved this Thursday (5) Bill 5,791/2019, which creates the National Care Policy. The proposal is to guarantee rights and promote improvements in professional or unpaid care relationships – including family relationships. The PL, which defines “care” as the work necessary for the daily reproduction of human life, the workforce, society and the economy and to guarantee the well-being of all people, comes from the Executive, was processed in the Chamber of Deputies, received contributions and was analyzed urgently after approval of the application.

Before going to the Plenary, the text was approved by the Human Rights Commission (CDH) last Wednesday (4).

Objectives

Among other objectives, the National Care Policy encourages the private sector to allow for compatibility between paid work and care needs (including self-care) and family responsibilities.

Guidelines

Among the ten guidelines of the National Care Policy are: society’s participation in the development of public care policies and their social control; simultaneity in the provision of services for those who care and for those who are cared for; decentralization of public services offered related to care; continued and permanent training in care topics for public servants and service providers who work in the care network.

Priorities

The priority audience for the National Care Policy are workers in the care sector, both paid and unpaid. Furthermore, it focuses on the beneficiaries of care activities, mainly children — especially in early childhood —, teenagers, the elderly and people with disabilities.

The text foresees the possibility of gradually expanding the priority audience, depending on new needs and demands.

Responsibilities

The actions must be jointly funded by the Union, states and municipalities, which share the duty to observe the care policy. Families, the private sector and society as a whole have co-responsibility in its implementation. Donations will also be a way to finance the actions.
