“We have been working on driving and implementing political, institutional and conceptual changes that represent favorable and lasting transformations in the lives of people with disabilities,” she said.

The minister cited data from the Atlas of Violence 2024from the Institute of Applied Economic Research (Ipea) to explain what types of violence people with disabilities are most likely to suffer, depending on their age group and gender.

Research shows that, among people with disabilities, women are more likely to suffer domestic and sexual violence. People with intellectual disabilities and mental disorders face specific violence such as sexual abuse and stigmatization. Young people aged 16 to 19 are most vulnerable to domestic and community violence, while children and the elderly suffer most from neglect. The minister highlights that the research emphasizes the need to create efficient public policies for people with disabilities.

“When we neglect Human Rights, certain groups are subject to the worst jobs, lower pay or unemployment. Abusive approaches and incarceration. To the denial of access to education, health, mobility, decent housing, adequate food, drinking water and so on.”

The president of the Commission for the Defense of the Rights of People with Disabilities of the Chamber of Deputies, deputy Weliton Prado (Solidariedade-MG), highlighted the need to organize the data of people with disabilities to meet their demands.

“The mapping of people with disabilities with nationally unified information from the various federal and municipal government bodies, to know who they are, where they are and what their needs are like, this mapping is important.”

During the meeting, Minister Macaé also presented changes to the National Plan for the Rights of People with Disabilities — New Living Without Limits. The adjustment of an additional 20% in the monthly cost for people with Autism Spectrum Disorder in the services of the Care Network for People with Disabilities (RCPD) is one of the changes announced.

Established in November 2023 by Decree No. 11,793/2023, the Plan aims to promote better living conditions for people with disabilities and their families.
