The Senate approves the Bill of Rights; there will be more cargo for mining and cruise passengers

The Law of Rights establishes the collections, payments and charges that the federal government makes for licenses and authorizations that it provides to Mexicans, or to any person who comes to the country, explained the PAN senator, Gustavo Sánchez Vásquez.

“The collection of income through the payment of duties is fundamental for the proper functioning of the State, (…) they allow the State to finance the construction and maintenance of schools, the equipment of hospitals, the construction and maintenance of roads, bridges, as well as of public transportation services,” commented PT senator Yeidckol Polevnsky.

The opinion was approved in general and in particular with 79 votes in favor, 38 against and zero abstentions. According to the document, the collection of Rights for the following year will contribute 137,500 million pesos to the public treasury; more than double what was approved for this year, which amounts to 59,091 million, according to the 2024 Rights Law.

Main changes in the collection of rights 2025

The senators approved a adjustment in rights for the use, exploitation and exploitation of minerals that are extracted from the subsoil, the special duty will go from 7.5% to 8.5%, and the extraordinary duty from 0.5% to 1%. These resources will be used to expand the coverage of welfare programs, according to the Morena senator, Homero Davis Castro.

New and greater income will also arrive through the payment of the right to tourists who enter Mexican land by sea via cruise shipsthis with the objective of “guaranteeing efficient immigration control and improving the collection of immigration rights,” says the opinion recently approved by the majority of the plenary session of the Chamber of Deputies.

Aviation schools will be charged for use of airspace by eliminating the “exemption from payment of fees for the use, enjoyment or exploitation of Mexican airspace to aviation schools that carry out teaching flights,” the opinion states.

The fee for rights is increased by 37 pesos immigration services at the airport in passengers on international flights leaving the country, 83% of these resources will be allocated to modernization and immigration control programs in the south of the country and the remaining 17% to the Federation Treasury.

“They also increase fees to visit protected natural areas with the purpose of strengthening protection, conservation and sustainable use and environmental restoration; Of these, the fees are adjusted in multiples of 5 pesos to simplify the collection process and improve the service to tourists when accessing protected natural areas,” Polevnsky explained.
