At the same time as organizing the extraordinary process of the Judicial Branch of the Federation, as well as the local elections in Durango and Veracruz, the National Electoral Institute (INE) will have another major challenge: preparing the possible registration of new national political parties, which would join to the current six.
While the INE prepares the instructions, some groups have announced that they will present their intention, mainly those linked to the opposition that lost on June 2, but it is also expected that some of those that already participated in 2019-2020 will repeat.
This year, given the loss of registration of the Party of the Democratic Revolution (PRD), by not reaching at least 3 percent in any of the three national votes, PAN, PRI, Morena, Green Party, Labor Party and Movement are active Citizens who together will receive in 2025, as public financing, 7,354 million pesos.
The process towards the registration of new political associations is meticulous and is carried out every six years, after the presidential election, in what is usually a cascade of candidates.
In 2019, 106 organizations notified the INE of their intention to participate, and although 89 passed a first filter, only seven met the requirements and three achieved registration, although all of them lost it in the first test, in the 2021 election, by failing to register. reach the minimum percentage of votes.
That year, the organizations that reached the preliminary registration were: Encuentro Solidario, linked to evangelical Christian churches; Social Promoter Group of Mexico, formerly Nueva Alianza, promoted by the then leader of the teachers’ union, Elba Esther Gordillo, and Progressive Networks, also with people related to that union organization.
Likewise, Freedom and Democratic Responsibility, led by Margarita Zavala and former president Felipe Calderón, advanced, which finally did not endorse the registration because the Electoral Court endorsed the INE’s criteria related to the fact that this organization did not prove the origin of cash contributions; also, Fuerza Social por México, by union leader Pedro Haces; Fundación Alternativa, as well as Súmate a Nuestros.
In each of the stages, the institute must verify compliance with the provisions of the General Law of Political Parties, which for this purpose establishes three minimum requirements: hold assemblies in at least 20 entities or 200 electoral districts; that at least 3,000 members per entity or 300 per electoral district participate in these, and that it be verified that no trade union organizations participate in such meetings.
The INE, through the Executive Directorate of Prerogatives and Political Parties, analyzes all the documentation presented and gives five business days for interested parties to correct any gaps.
The specialists of this direction review the validity and authenticity of each affiliation; It is ensured that prohibited entities such as unions do not participate; that affiliated citizens have their current registration on the electoral roll; It confirms that there is no dual affiliation (that a person is already active in another party), and that those involved comply with the inspection obligations.
Applicants
These days, while the INE prepares the instructions, some groups have already stated that in January they will present their intention. For example, the National Civic Front, which in this year’s contest presented itself as the citizen wing of the presidential candidacy of Xóchitl Gálvez. This front – promoted by some PRD members – already holds meetings with the motto the new is coming
