Carlos Cárdenas is credited with authorizing the departure of the presidential vehicle or “hood” with plate EGR 844 to the south of Lima on February 24 and 27 of this year. On one of the routes, the car arrived at the “Mikonos” condominium, in Asia, where Cerrón was supposedly hiding, from where it was transferred to another hiding place.
At first, Commander Carlos Cárdenas was not going to reach a quota to access the rank of colonel from January 1, 2025, because it was first made official that there would be 100 places, but then Minister Santiváñez increased them to 130.
Along with Cárdenas, Major PNP Jepherson Paredes Torres, personal security of the head of state, will also be promoted to the next higher rank.

Consequently, the vacancies were established as follows:
- For colonel: 130 vacancies.
- For commander: 200 vacancies.
- For older: 292 vacancies.
At first glance, the announcement of the expansion of the places seemed auspicious. But sources with knowledge of the case informed La Republica that the increase in vacancies would benefit Commander Carlos Cárdenas and Major Jepherson Paredes, officers who are in charge of President Dina Boluarte’s security ring.
According to the “cold table”, Commander Carlos Cárdenas was ranked 127th and did not reach a quota when the positions were set at 120. With the expansion he is now among the 130 promoted.
The same happens in the case of Major PNP Jepherson Paredes, who appeared in position 182 and is now among the 200 new commanders. To benefit Paredes, the Police Command had to expand 20 positions in the rank of major with the approval of Minister Santiváñez.

Currently, Commander Carlos Cárdenas is being investigated along with President Dina Boluarte, and Minister Juan Santiváñez, for their alleged involvement in the cover-up of the fugitive leader of Peru Libre, Vladimir Cerrón.
According to the investigations, Cárdenas authorized the departure of the vehicle with license plate EGR -844 where President Dina Boluarte traveled on Saturday, February 24 of this year in the direction of the Panamericana Sur.
According to the hypothesis of the Prosecutor’s Office, the presidential car was sighted near the “Mikonos” condominium, located at kilometer 115 of the Panamericana Sur, in Asia, where a month before the fugitive Vladimir Cerrón was hiding.
