Added to these is the fact that the reform that prohibits the production and marketing of vaping devices and another to elevate to constitutional rank that no one earns more than the president of the country has not yet been discussed. These last two are expected to be discussed before the end of the current ordinary period, since less than a week ago the Morena coordinator in the Chamber of Deputies, Ricardo Monreal, announced it.
“We are missing two constitutional reforms that will give us time and we would have three left in the pipeline, of the 18 or 20 that President López Obrador had. The two that we will deliberate next week and, where appropriate, approve are the one relating to the ban on vaping devices and the one on austerity. If the regulations reach us, fundamentally the Organic Law of the Federal Judiciary, we will also try to approve it next week,” said the Morenista.
Of these 13 reforms discussed and endorsed by the Congress of the Union, only five have been published in the DOF, so they have already come into force as the Judicial Reform, which establishes that judges, ministers and magistrates will be elected by direct vote.
That of the National Guard has also already been published, which mentions that this security group will depend on the Secretariat of National Defense (Sedena); as well as for the State to regain the right to use railway tracks to provide passenger transport services.
Of three, a declaration of constitutionality is missing, since for this it is necessary that at least 17 states endorse the modifications, such as the one that eliminates seven autonomous bodies. So far, this modification that disappears from the INAI, Cofece, among others, has already obtained the votes of the state congresses, so the Chamber of Deputies and Senate plan to issue the declaration next week.
There are four that have already been approved and have a declaration of constitutionality, but they need to be published in the DOF: the modification that elevates the prohibition of mistreatment of animals to constitutional status; the reform that establishes that the Institute of the National Housing Fund for Workers (Infonavit) builds and rents housing for workers; also the one that guarantees that older adults can access a pension from the age of 65.
If the two reforms that Morena promised in the Congress of the Union are approved in this ordinary period, there will be a total of 15, so there will be five initiatives by former president Andrés Manuel López Obrador missing for next year.
