Colombia establishes new measures to report disappearances with the implementation of the Pink Alert.
The Minister of Justice Ángela María Buitrago Ruiz, signed Decree 1428 of 2024, which regulates Law 2326 of 2023, better known as Pink Alert, which aims to allow the activation of an alert message to immediately begin the search for girls, boys, adolescents, young people and women reported missing throughout the national territory, including border areas, air, land and sea terminals.
The regulations establish that, in the event of a disappearance report, a search system that involves various authorities and organizations.
These include local and national authorities, community action boards, religious and civil organizations, neighborhood residents, firefighters and the media. Everyone will be articulated to guarantee a real, fast, effective and timely search, in order to locate missing persons as soon as possible.

Decree 1428 also includes a key provision for emergency lines, from now on, lines 122, 123, 155 and 141 They must have a special option to report cases of disappearance.
This measure will allow citizens to make complaints directly and quickly to the institutional channels established by the Attorney General’s Office and the National Police. Furthermore, mobile phone operators will be responsible for ensuring that the official message alert is sent through cell phones, ensuring its immediate dissemination.

Another important aspect of the decree is the creation of the National Pink Alert Coordination Committee, a body in charge of coordinating search actions, which will work in a comprehensive manner, with the participation of the Attorney General’s Office, the National Police, various entities of the National Government, control agencies, territorial entities and civil society.
The objective will be promptly attend to cases of disappearance and offer a quick response to any report of this type.
With this initiative, the National Government seeks strengthen the safety and protection of the most vulnerable people, especially women, children and adolescents, faced with the risks of forced disappearance.
