“This not only limits the positive impact of the works in the short term, but also puts the sustainability of the sector’s growth in the medium term at risk,” he said, noting that 56.7% has been disbursed so far.
Likewise, he stated that if it is decided to launch the Ministry of Infrastructure, the implementation process would also affect the efficiency of state works. Other factors that would mean a slowdown in disbursement, as explained, is the need to reduce the fiscal deficit and the implementation of the new procurement law.
Regarding private investment, the union representative pointed out that mining continues to face structural challenges that limit its development potential. For this reason, he indicated that a more strategic approach is needed to unblock projects like Tía María.
Something that is also needed, according to Guido Valdivia, is to strengthen the Works for Taxes (OxI) mechanism, “which allows financing development projects with private participation, promoting decentralization and improvement of public services, especially in mining regions.”
