The director of the General Directorate of Penitentiary and Correctional Services (DGSPC) highlighted as a positive milestone that the prison theme has been incorporated into the national agendacalling it a crucial step toward true reform prison
Likewise, the Colonel Roberto Hernández Basilio presented a balance of the achievements achieved in 2024 and outlined the challenges and projections for 2025 within the framework of the meeting of year end of the entity.
“For the first time, Article 114 of Law 113-21 is being applied, which represents significant progress in strengthening the prison system,” said Hernández Basilio.
The event, held in the Multipurpose Room of the Professional Technical Training Institute (INFOTEP), had the participation of the 44 directors of the Correction and Rehabilitation Centers (CCR) in the country.
Achievements and Projections
During the meeting, each center director presented their management results in 2024, highlighting progress in rehabilitation, infrastructure and comprehensive care. Likewise, plans were presented for 2025, which include technological modernization and improvement of facilities.
Among the main announcements was the implementation of a digital platform to unify the inmate’s single filea tool that will allow optimizing data management in penitentiary centers.
Hernández Basilio reported that this system is already in the pilot phase in several women’s centers, including Montecristi, Higüey, Nagua and Samaná.

“Never before has such a firm decision been made to transform the prison system in the Dominican Republic,” stated the director, while emphasizing the importance of intersectoral collaboration to promote the necessary reforms.
Commitment to Reform
The director stressed that the comprehensive approach to the penitentiary system by the decision-making sectors is key to achieving sustainable change.

Looking to 2025, the DGSPC will focus on rehabilitating infrastructure, strengthening technological areas and ensuring that prison policies are aligned with international human rights and rehabilitation standards.
This is the fifth annual meeting held by the DGSPC, consolidating a space for evaluation and strategic planning to improve penitentiary management in the country.
