“This project is very important because it is transformative. If we want to be a leading country in artificial intelligence, we have to be producers of data, and for that data to be comparable, to ensure that the country’s public policy decisions are made with updated information. Additionally, this will allow us to define artificial intelligence models. This project has nothing to do with the Habeas Data Law, it is anonymous data, people’s private data is not violated. The importance of this project is that if we want Colombia to become a technology producing country, we need data”said the ICT Minister, Mauricio Lizcano.
The articles of this Bill It applies to public entities, individuals with administrative functions, state agencies and also to private legal entities that wish to voluntarily produce relevant data, without compromising the privacy of citizens, through the use of anonymous or pseudonymous data.
It should be noted that the legislative proposal, which includes four chapters and 35 articles, establishes supervision by state agencies to promote decision-making, promote effective social programs and strengthen data privacy and security.
Likewise, data exchange between public and private systems will be improved, which would guarantee interoperability through master, reference and open data management to ensure a secure infrastructure.
