Colombia could join the list of countries in the world that seek to establish more rigid rules for the use of social networks, after the bill 261 of 2024, which seeks to further regularize this activity for minors under 14 years of agemanaged to overcome the first debate in the Commission VI of the Senate of the Republic.
This proposal, promoted by senators Enrique Cabrales and María Fernanda Cabal, of the Democratic Center party, and supported by the National Governmentestablishes that those under 14 years of age will not be able to register on these platforms without the express consent of their parents or responsible adults.

“The control provided here will be mandatory, unless expressly consented by legal guardians, legal representatives or those who exercise parental authority over the minor under fourteen (14) years of age. For this purpose, digital social networking platforms or media that provide social networking services on the Internet or digital platforms for social interaction on the Internet must develop in their configurations, access segments and warnings about the legal control provided herein.“, is specified in the text.

The proposal specifies that minors who do not exceed 14 years of age will not be able to access social networks, unless they comply with the requirements of the second paragraph of Article 4. This measure is made with the objective of protect minors from the latent risks associated with the use of social networks without adult supervision, such as access to inappropriate content, online harassment and exposure to mental health problems.
According to the text, social networks will be obliged to implement age verification mechanisms now delete the accounts of users under 14 years of age, as well as all their personal information.
