Individuals who invest in public securities online will be able to use these securities as collateral for loans and rentals. The National Treasury, the Central Bank and B3 (Brazilian stock exchange) launched the Tesouro Direto Garantia (TD Garantia) service, which will allow investors to keep assets yielding in their portfolio and, at the same time, link them to a credit and a rental contract.
In a note, the National Treasury informed that the measure aims to contribute to reducing the risk and costs of financial operations. Guarantees are assets given by the borrower of a loan or the signer of a contract to cover possible defaults. In case of non-payment of installments, the securities will be repurchased by the National Treasury, with the corresponding amount being passed on to the creditor.
In a note, the National Treasury states that the possibility of establishing liens and encumbrances – the registration of an asset linking it to a contract – on public securities helps to promote the credit market and guarantees a safe option for various financial operations. Discussions to implement TD Garantia lasted two years.
In the guarantee with Tesouro Direto, prices are pre-established and published by the Treasury, which ensures repurchase in case of default by the borrower. The constitution of liens and encumbrances on securities will be carried out in the Special Settlement and Custody System (Selic), which makes it viable for the BC to issue a certificate, guaranteeing the security of operations.
Experiences
The startup Loft, which operates in the real estate market, and the Warren brokerage will be the first companies to use TD Garantia. The Treasury Direct securities held in custody at the brokerage will function as an alternative to traditional collateral and capitalization bonds in rental contracts.
Tenants will be able to take out the deposit backed by Tesouro Direto through Loft’s partner real estate agencies, responsible for technological integration and connection with Warren, responsible for the investment.
