The National Bank for Economic and Social Development (BNDES) signed a contract with the Ministry of Health and the National Cancer Institute (Inca) for the renovation of Inca’s current headquarters, in the center of Rio de Janeiro, and the construction of three buildings, on neighboring land. The project will be carried out through a public-private partnership (PPP), with an expected investment of R$1.1 billion.Inca expansion works in Rio will resume

In addition to renovation and construction, the PPP will involve the provision, by the future concessionaire, of non-assistance services at this complex, called the new Inca campus, which will be a center for scientific and technological development, covering areas of high complexity in treatment, research, teaching, prevention and management in the area of cancer. The institute’s 18 units will be concentrated in the complex.

Medical assistance will continue to be the responsibility of Inca’s public servants, being offered free of charge through the Unified Health System (SUS), but non-assistance services (renovation, construction, equipment, installation, operation, security, cleaning, conservation, hospitality , laundry, fire brigade and IT) will remain with the private company.

New buildings

The land for the new complex was donated to the Union by the state government. There was a hospital for state employees at the site, the Instituto de Assistência dos Servidores do Estado do Rio de Janeiro (Iaserj), which was vacated in 2012 and later demolished. But the works had been interrupted since 2015, according to BNDES.

“With the partnership, Inca will have a higher quality hospital infrastructure with better working conditions for health and population care professionals, with an increase in the supply of hospitalization beds. Furthermore, it will result in benefits for the health system, such as optimizing resources, reducing costs, unifying multiple contracts, modernizing facilities and creating operational synergies”, stated the president of BNDES, Aloizio Mercadante, through a note released to the press.
