The Costa Rican foreign minister pointed out that the pandemic placed middle-income countries “in a trap” that prevents them from accessing financial resources in the markets because “they do not qualify for the standards of international financial organizations.”

Solano stressed that they are not asking for “donations”, but rather access to long-term financing at reasonable interest rates.
