The Attorney General’s Office visited the Ministry of Finance with the objective of reviewing the documentation and the budget allocated for Icetex educational credits which will be delivered to university students in 2025.
After the meeting, the attorney general for oversight of the Public Service, Claudia Hernández, announced that they will ask the ministry to Provide the reasons why the budget has not been approved intended for next year’s credits.
“The Ministry of Finance has not assigned that PAC, has not allocated those resources that amount to a little more than 330 billion pesos. So, we are going to inform the Ministry of Education and the Ministry of Finance again for the purposes of clarity and informing the citizens,” stated the attorney.

Hernández affirmed that ICETEX’s response was that they actually did the request for resources to the Ministry of Financewith the objective of complying with the commitments made by the institute with the universities with respect to the commitments made during 2024.
“What ICTEX informs us is that they actually asked the Ministry of Finance for the PAC, that is, the budget availability to make payments on the commitments they acquired with the universities. “fruit of the credits already assigned for 2024”stated the prosecutor.
The delegate explained that the budget is allocated depending on the availability of the collection of resources, Therefore, according to what the ministry said, if there are no resources available there is no possibility of allocating the money so that Icetex meets the credit requirements.
“The PAC depends on the availability of resources and what it mentions, The resources are available according to the collection. So, if there is no availability in the box, there is no possibility of authorizing their payment,” the official concluded.
The delegate will send the letters to the ministries waiting for them to deliver the information required regarding the process to allocate resources and not affect the higher education of students.
