Roberto Burneo is sworn in as the new president of the National Election Jury for the period 2024-2028

Judge Roberto Rolando Burneo Bermejo He was sworn in today, November 21, as the president of the National Elections Jury (JNE) for the period 2024-2028. The ceremony was led by the head of the Judiciary, Javier Arevalo and was held in the Palace of Justice located in the center of Lima. The President of the Republic, Dina Boluarte, the Ombudsman, supreme judges, among other authorities, were present.

It is worth remembering that on October 24, Burneo was elected by the Plenary Chamber of the Supreme Court as the maximum representative of the JNE whose main function will be to organize and supervise the general elections of 2026. In that session, Judge Silvia Rueda was also elected as the first substitute member and as the second substitute, Ramiro Bustamante Zegarra.

Burneo has served as General Director of the Legal Advisory Office of the Pension Normalization Office (ONP) and as president of the Second Constitutional and Social Transitory Chamber of the Supreme Court of Justice.

The career of Roberto Burneo, president of the JNE

Burneo has been the titular supreme judge since October 2022, after being appointed by the National Board of Justice as a result of the public competition for the selection and appointment of supreme judges No. 003-2021-SN/JNJ. Currently, he leads the Second Chamber of Transitory Constitutional and Social Law of the Supreme Court of Justice. The judge, with more than 25 years of experience in the legal field, has also recently assumed the presidency of the National Elections Jury.

In 2015, he was part of Servir’s Corps of Public Managers, serving as Legal Advisory Manager and, later, as Regional General Manager, among other positions in the public and private sectors. He graduated from the University of Piura, has a Master’s degree in Business Law from the Peruvian University of Applied Sciences, and completed Master’s studies in Public Management at EUCIM Business School and the University of San Martín de Porres. In addition, he is currently pursuing a doctorate in Ibero-American Administrative Law at the University of La Coruña, Spain.

Congress approved reducing the mandate of the president of the JNE

Congressman Fernando Rospigliosi, president of the Constitution Commission, presented the opinion to approve a constitutional reform that modifies articles 179, 180, 182 and 183 of the Constitution. This reform establishes changes in the election process of the president of the National Elections Jury (JNE), reduces the duration of his mandate from four to two years and eliminates the possibility of re-election in office.

The new regulations provide that the president of the JNE will be selected from among the five members of the electoral body’s committee, replacing the usual practice in which the position was occupied by a representative of the Supreme Court of the Judiciary.

Rospigliosi indicated that the functions of the head of the JNE are mainly administrative, which would allow any of its five members to assume the position. The proposal received 89 votes in favor, 23 against and 5 abstentions.
