The governor of the department of Meta, Rafaela Cortés Zambranodenounced Néstor Gregorio, alias “Iván Mordisco” before the Inter-American Commission on Human Rights (IACHR), for the crimes that it has been committing with its criminal structure in Colombia.
The president issued her complaint through a letter addressed to Dr. Carlos Bernal Pulido, first vice president of the Inter-American Commission on Human Rights of the Organization of American States in Washington.
In the document it states that 18 municipalities in the department have risk warnings to consummate acts of recruitment, use, utilization and sexual violence against girls, boys, and adolescents: Macarena, Uribe, Mesetas, Beautiful view, Puerto Rico, Puerto Lleras, Puerto Concordia, Mapiripán, Granada, San Martín, Acacías, Puerto Gaitán, Puerto López, Cabuyaro, El Castillo, Lejanías, Cubarral and Villavicencio.

One of the sections states verbatim: “The reason for this communication is to present to the executive secretary of the IACHR, through you, a formal request so that the human rights violations that have been committed be investigated, pointed out and sanctioned by your organization.” they are committing in our department by men, allegedly in command of the criminal structure alias ‘Iván Mordisco’, and that end up perpetuating the horrors that Colombia has suffered for years at the hands of the many criminal organizations outside the law that have plagued our country.”
It is noteworthy that the complaint was made in the middle of a visit by the governor to the United States, where she held a series of meetings with representatives of the main international organizations based in that country.
The governor specified that among those accusations against Iván Mordisco in which the violation of human rights is exposed are: the forced recruitment of minors to be linked to the conflict, the right to freedom, not to be subjected to any type of slavery or torture, to education and an adequate standard of living, among many others.

In developing her agenda in Washington, the governor also met with United States Department of State officialsUSAID, the World Bank, the Inter-American Development Bank, the United States Chamber of Commerce, and Colombian diplomatic personnel in that country.
Finally, Cortés indicated his collaboration in continuing to report on the events that have been occurring in the country against human rights, especially of children and adolescents.
