Argentina, first strategic stop on Macron's tour of Latin America

Emmanuel Macron, head of the French state, was invited to a dinner alone by his Argentine counterpart. Another meeting is scheduled for November 17

The president of France, Emmanuel Macronbegins his tour of Latin America this weekend.

On November 16 and 17, the French president visits Argentina, before attending the G20 summit in Brazil and concluding his trip in Chile. According to the Elysée, the main objective of this series of meetings is to deepen cooperation in strategic sectors with a continent “that is like us.” But also talk about the French government’s opposition to Mercosur. Another objective, promote and conclude the sale of three submarines.

The French head of state was invited to a dinner alone by his Argentine counterpart. Another meeting is scheduled for November 17.

This is a special moment. Javier Milei has just returned from Mar-a-Lago (Florida), where he met with the President-elect of the United States. The two men have in common a policy of clear cuts in public spending, which Donald Trump wants to apply when he returns to the White House in January and which the Argentine, who defines himself as an “anarcho-capitalist”, has practiced since he came to power eleven months ago. . Furthermore, both are willing to turn their backs on major multilateral climate agreements and goals.

In this context, Emmanuel Macron hopes to “overcome” his “differences”, particularly on the environment, to “convince Argentina to continue participating in the international consensus,” explains the Elysée. And, therefore, “connect President Milei with the priorities of the G20”, which they will attend on November 18 and 19 in Rio de Janeiro.

Argentina has just withdrawn its delegation from the climate negotiations at COP29 in Baku, and there is speculation about its possible withdrawal from the Paris Climate Agreement. A measure that Donald Trump himself took during his first term.

“It was President Milei himself who extended his hand” to France, it is argued in Paris. It is also maintained that Emmanuel Macron is one of the only foreign leaders who has been received in Buenos Aires since the election of his counterpart and that, with his experience in international circles, he can influence President Milei, whose first G20 summit will be precisely this one.

The French President likes to demonstrate his capacity for dialogue with controversial or even ostracized interlocutors. Even if it is showing a certain closeness, without denying the differences, although the results of this approach have so far been disparate. Emmanuel Macron will explain to Mercosur countries, including Argentina and Brazil, why he opposes the signing of a free trade agreement between this regional bloc and the European Union.
