INE is going for 40,476 million pesos in the Budget; Morena anticipates cut

The INE requested, and was thus included in the PPEF, a fund of 40,476 million pesos, the largest spending request in its history.

Although the PPEF does not specify it, this amount already includes two “precautionary budget” requests, one for the judicial election and another in case a popular consultation is carried out.

For the election of members of the Judiciary in 2025, the INE projects 13,205 million pesos, an amount that President Claudia Sheinbaum and Morena consider excessive. Meanwhile, for an eventual popular consultation next year, the autonomous body projects 4,620 million pesos.

Added to the INE’s spending request, although it does not exercise it, is the amount of 7,354 million pesos of financing for the six registered political parties, resources that the organization only delivers to political forces.

Cut to INE spending in 2025

Since 2019, the INE has had cuts to its annual budget request year after year and 2025 would be no exception.

Federal deputies from Morena anticipated that they will enter into a negotiation process with the INE to make requested expense adjustmentsespecially that related to organizing the election in 2025.

“We will be very sensitive to what they (the deputies) propose. And we ask for exactly the same thing, the sensitivity of the Institute’s approach to the cost of the electoral process in this case,” Taddei said last Thursday, reacting to President Claudia Sheinbaum’s request to reduce the costs of the process.

However, he indicated that it is not possible for now to determine the cut figure, because “it would be a very high lack of responsibility to say: ‘yes, 1, 2, 3, 4, 5’ or whatever is enough for us.”

For the Morenoist deputy, Sergio Gutiérrez Luna, president of the board of directors of the Chamber, the request of 13,205 million pesos for the judicial election process “may be excessive, we believe it can be adjusted, but discussed with the INE”

He affirmed that the Chamber will provide the INE with a “more reasonable” budget to carry out the first election process of judges, magistrates and ministers of the Supreme Court of Justice of the Nation (SCJN), but he announced that it could not be more than 8 , 802 million pesos that were spent in the last federal elections in June.

“We think it could be between seven and nine billion pesos. There is no previous experience here, so we have to be very careful and very responsible. I believe that the route to follow to have a better budget balance is to do it with the help of the INE to see that we can have less considerable amounts and adjust that budget part,” he declared.

He announced that, after the dialogue, at the end of November there could be a route of what adjustments could be applied.

Also Morena deputy, Alfonso Ramírez Cuéllar, member of the Finance and Budget commissions, anticipated: “we are going to review with a magnifying glass (what was requested by the INE) it is not going to remain the way they sent it.”

“It will be a responsible adjustment, what they sent will be significantly reduced but we have not yet announced the eve, because we do have to do a very particular study of what it means election by election,” added the Morena legislator.
