Budget 2025 plans to give more resources to IMSS-Bienestar and cut money to Ssa

However, the Ministry of Health will have a cut if this project is approved. It is estimated that the dependency will go from 96,990 million pesos to 66,693.20 million pesos, a decrease of 34.1% in real terms.

With this planned budget, the government of President Claudia Sheinbaum maintains the budget strategy that her predecessor Andrés Manuel López Obrador launched in the last years of his six-year term and which consists of a redistribution of public spending in the sector. The bet is to provide more resources to IMSS-Bienestar, in charge of health services for people without social security, and reduce the budget of the Ministry of Health.

The PPEF 2025 also contemplates lowering the budget that the federal government allocates to state health services through the Contribution Fund for Health Services (FAAS) and would go from 135,589.43 million pesos approved in 2024 to 81,220.40 million pesos for next year. This corresponds to a decrease of 42.6% in real terms.

The stock of Social Security Contributions, money that comes from Branch 19, would have a real decrease of 87.2%. In 2024, an amount of 74,226.46 million pesos was approved and for 2025 a budget of 9,896 million pesos is estimated.

The health services of the Armed Forces and Mexican Petroleum (Pemex) will also suffer a cut. The medical services of the Secretariat of National Defense (Sedena), for example, would go from 8,009.37 million pesos approved in 2024 to 6,677 million pesos in 2025. That is, 20.1% less in real terms.
