Enterritorio will promote 78 projects in 2022

Hundreds of projects to improve the lives of Colombians, however, some simply remain on paper for multiple reasons. Portfolio spoke with Lina Barrera, burial managerwho assured that the entity will be the bus to complete these works in this final stretch of the term of President Iván Duque.

Why was Enterritorio born?

This is a great company that President Iván Duque wanted to transform in 2019, spend from Fonade to Enterritorio. They realized that there is a need in the country, that in the royalty fund there are around $12 to 14 billion pesos that have not been executed, that are in the hands of trusts.

These projects have not been executed because the poorest municipalities in Colombia, which number more than 900, today do not have the technical, administrative or economic capacity to formulate them. There the President says we have that entity, but we really need it to enter that is more executing, more structuring and formulating than those municipalities and the poorest departments of Colombia, can access these resources of the nation.

What projects have been executed?

Currently, 1,243 projects are being developed with 28 clients, the National Road Safety Agency, Invías, Usped, the National Hydrocarbons Agency, the World Fund, Civil Aeronautics, Fonvivienda, the Governments. Now, in general, the nation is using $6 billion, in 243 projects in the 32 departments.

How many projects will be funded this year and where?

This year there are 43 projects in 19 departments with an investment of $2.2 billion, mainly in territorial agreements.

Conpes 4037 has 142 projects where we are going to finance departments such as Bolívar, Casanare, Atlántico, Guajira, Cundinamarca, Córdoba, Sucre, the Bogotá River and the department of Santander. These projects add up to around $2.7 billion pesos where the president said that these projects would be sent to the regions to reactivate the economy and employment, we are signing those contracts with these municipal entities.

The idea is to follow up so that these departments tender these works quickly and in a timely manner. The president, in this way, will be able to be in June putting the first stone of all these 142 projects, that will have an impact on the issue of roads, tourism, collection centers, sports areas and basic sanitation.

What projects are next in progress?

We are working on the structuring and formulation of an inter-administrative agreement that we signed with the Territorial Renewal Agency (ART), for the PDET municipalities, where the entity is going to take its resources to structure in seven departments and in 35 municipalities those projects that are within their municipal development plan and that the National Government has not been able to support them since they still do not have the formulation of these projects. The idea is to deliver these projects in phase three so that tomorrow they become great works for those municipalities. As they will remain in phase three, the idea is that the next government can give them the resources.

What are they going to take into account when choosing these municipalities?

That it be within the PDET municipalities, that the projects that we are going to choose are within their municipal development plan, that it be where the National Government has not been able to make any investment so that a great impact is really generated and also that they are viable projects , that is, that tomorrow they can be financed.

What projects are close to deliver?

With one of our main clients, the Penitentiary and Prison Services Unit (USPEC), we delivered the Bellavista prison. In Providencia we are building the headquarters of the Seine that was completely damaged, which will be delivered in May. We made an agreement with Invías for the Salado road, the Macarena road, which are important roads for the development of those districts that did not have paved roads this year. In Buenaventura, the mega-school, we are also structuring others with sanitation projects.

What other programs do you have?

This year with the National Road Safety Agency, we will start with the project of ‘small big works’, which is, for example, to fix an intersection or improve a bike path, with that we are going to have a great impact with something so little.

This program has a cost of $36,000 million, and we are going to impact 500 municipalities, in order to reduce the accident rate and improve lives.
