Santo Domingo. –The Dominican president, Luis Abinadersigned this Tuesday decrees 636-24, 637-24 and 640-24, with which it eliminated three entities of the Executive Branch as part of a plan with which it seeks to rationalize and modernize public administration, eliminating duplications and optimizing the use of state resources in different sectors.
International Advisory Commission on Science and Technology
This decree 636-24 establishes the elimination of the International Science and Technology Advisory Commission, created in 2004 to advise on science and technology policies.
The Ministry of Education will assume responsibility for concluding its ongoing programs and will continue with its legal and contractual commitments.

In addition, the administration of its assets will be transferred to the General Directorate of National Assets, which will transfer the necessary assets to the Ministry of Education so that it can continue with these functions.
The General Budget Directorate will manage the unexecuted budget items of this commission, and the Ministry of Public Administration (MAP) will collaborate in the relocation, dismissal and compensation of personnel.
This decree also repeals previous provisions related to the creation and administration of the commission, ensuring an orderly transition towards a management structure more consistent with the Constitution and the laws in force in the Dominican public administration.
Presidential Commission for Port Modernization and Security
Likewise, through decree 637-24, the abolition of the Presidential Commission for Port Modernization and Security was ordered, whose functions will be assumed by the Dominican Port Authority (Apordom), which will also be in charge of current legal and contractual commitments.
The assets of this commission will be administered by the National Assets, who will transfer the necessary assets to the Port Authority to continue its work in the port sector.
Likewise, Budget will manage unexecuted funds, and the MAP will be responsible for the relocation and management of personnel. Additionally, this decree repeals several previous provisions that supported the existence of the commission, consolidating its functions under a single administrative entity to improve efficiency and reduce duplication in public administration.
National Council of Population and Family (CONAPOFA)
While decree 640-24 orders the suppression of the National Council of Population and Family (CONAPOFA), whose functions will be assumed by the Ministry of Public Health (MAP), which also becomes the legal successor of the pending contractual and legal commitments.
Bienes Nacionales will manage CONAPOFA’s assets and transfer those necessary to the MSP to guarantee the continuity of its functions.
Meanwhile, Budget will manage the unexecuted budget items and the MAP will collaborate in the process of relocation, dismissal and compensation of personnel.
This decree repeals previous provisions linked to the existence of CONAPOFA, consolidating the functions under the structure of the Ministry of Health, in line with the National Development Strategy and public spending efficiency policies.
“These decrees represent a significant step towards the consolidation and modernization of the Dominican public administration, ensuring a more effective state structure aligned with the needs of the country,” explained the Presidency.
