Douglas Rico assured that crimes in Venezuela have decreased in 2024

The director of the Scientific Criminal and Criminal Investigation Corps (Cicpc), Douglas Rico, reaffirmed that today Venezuela enjoys exemplary statistics for the world in terms of citizen security thanks to the policies of the Bolivarian Government.

“Our country enjoys exemplary, beautiful statistics (…) we have achieved a decrease in crimes in Venezuela, if we compare 2024 with 2023, to date we have almost 8,000 fewer crimes committed this year,” he expressed during his interview on the program Coffee in the Morning of Venezolana de Televisión, within the framework of the 23rd anniversary of the Cicpc.

Regarding homicide, he pointed out that in the country “we have 3.49 homicides per one hundred thousand inhabitants, this tells us that to date, compared to last year, we have fewer 3,320 homicide victims (…) this is not that we do not “A homicide or robbery is going to happen, but crimes have gone down.”

He highlighted that these figures have been achieved thanks to the work of a civil-military-police union to maintain the security and peace of the population, now with greater force with the implementation of the Peace Quadrants throughout the country.

Rico recalled that in 2016 Venezuela had “the highest peak” in terms of homicides per 100,000 inhabitants, without providing figures, but added that thanks to “citizen security bodies and the FANB” this crime has been reduced.

He detailed that, in 2022, the country registered 6.8 homicides per 100,000 inhabitants, while in 2023 the rate was 5.35.

The director of the Cicpc affirmed that “all crimes have decreased” in Venezuela, with the exception of computer crime, which, he noted, after the covid-19 pandemic, in 2020, was “in crescendo.”

He warned that there is a ‘modus operandi’ in which people receive a call and provide information to criminals, who enter banking systems and applications such as WhatsApp with that data.

He highlighted that the decrease in crimes is thanks to the Peace Quadrants Mission, a set of comprehensive public security policies for the “fight against drug trafficking, corruption, organized crime and financing of terrorism” in areas of the territory, according to government sources.

In turn, he commented on officials who commit malpractice in their work and pointed out that for this there is a disciplinary council that is responsible for evaluating the acquittal or dismissal of those who may commit misconduct within the institution.

23rd Anniversary of the Cicpc

Rico, announced that in celebration of the organization’s 23rd anniversary, three awards will be awarded: gold, silver and bronze, for the best crime investigation work, on November 26 at the National Theater of Caracas.

“We have the analysis of a jury that will make the decisions of the cases, the investigations, as well as the identification of those responsible for a certain event,” he explained.

Regarding the origin of the birth of the Cicpc, he recalled that when the Bolivarian Constitution of Venezuela was approved in 2001, its creation was based on article 332, second ordinal. “There was a transformation, a new functional structure for the body to develop in terms of research, always prevailing the care of the human rights of those people who at any given moment are involved in a punishable act.”

He highlighted that in terms of citizen security bodies, a series of transformations were carried out, among them the Bolivarian National Police, which left Commander Hugo Chávez with that projection of how the change in police institutions should be carried out; Likewise, the Cicpc was strengthened with the guidelines given by the president of the Bolivarian Republic of Venezuela, Nicolás Maduro.

“With the creation of the National Experimental University of Security (UNES), the training of new officials who will guarantee the peace and life of all Venezuelans is promoted,” said the director of the Cicpc. At the same time, he said that training is essential and recommendations will soon be requested from the community councils on applicants who wish to enter the institution.
