The dictatorship of Daniel Ortega and Rosario Murillo reacted angrily and with a strong claim to the presidents of the region against what they denounced as a “usurpation” of the General Secretariat of the Central American Integration System (SICA) by an “Executive Directorate” who is accused of attributing functions that only correspond to the secretary general, a position claimed by the Managua regime.
During her daily speech, this Thursday, November 7, through the official propaganda media, the vice dictator of Nicaragua and government spokesperson, Rosario Murillo, reported that they have sent a letter to the presidents and chancellors of the member states of SICA, denouncing and rejecting the “usurpation” of the General Secretary.
«In that letter we tell you that our Government, through the Ministry of Foreign Affairs, the Minister is the one who writes, greets the brothers in the government and chancelleries of the SICA countries, in reference to an offensive communication, sent yesterday from the so-called Directorate Executive, so called, a very strange way to represent that SICA who is headless,” said Murillo.
In her typical speech devoid of any diplomacy, the vice dictator refers to a communication circulated by the member states by the Executive Directorate of the organization, requesting an analysis of the work agenda and budget for next year.

«The General Secretariat of SICA is headless, however, there is a so-called Executive Directorate and that letter signed by that Executive Directorate communicates and requests the governments of the SICA countries to analyze a proposed work agenda and a budget project, listen carefully , budget of a General Secretariat that does not exist because it is headless and they want agendas and budgets to be analyzed from an administrative direction that does not correspond, according to all SICA regulations,” said Murillo.
The General Secretariat of SICA has been vacant since November of last year when the general secretary for Nicaragua, Werner Vargas, resigned surprisingly, in an apparent maneuver by the Managua dictatorship that sought to impose one of its political operators in that position, however, To date, the member states have not accepted the Sandinista proposals, which have nominated officials accused of crimes against humanity.
«Our Government categorically denounces and rejects any attempt at usurpation, because that is, of the figure of the Secretary General of SICA, on behalf of that so-called Executive Directorate, it is only an internal administrative office that has no competence to exercise powers that “They only correspond to the Member States and the coordination exercised by the Secretary General of SICA,” said Murillo in an angry tone.

The vice tyrant also demanded that the Executive Directorate of the regional organization send communications to the member countries because “it does not have the power to communicate with the Member States, it should not, they are usurping the General Secretariat of SICA, it cannot communicate on any political or administrative matter.” or operational, because that is the exclusive exercise of the Secretary General of SICA,” reiterated the spokesperson for the dictatorship.
Murillo insisted that his regime rejects that “the aforementioned office” submits to the consideration of the member states a “work agenda and a budget, for what expenses?” said the vice-tyrant, emphasizing that this body is headless.
«A call is made to the governments of these SICA countries, to our brothers, to urgently restore the institutionality of this regional space and comply with the Tegucigalpa Protocol and the presidential agreements signed between the member states (…) otherwise it is “to commit fraud, it is a fraudulent, usurping Secretariat, we denounce it, we reject it and we call on ourselves to overcome this trend that does not correspond to what our system should be,” concluded Murillo.
