PRI senator Mely Romero pointed out that the proposal excluded 50% of the population that works informally, such as farmers, street vendors, taxi drivers, and application operators, which is why she said it is necessary to legislate on this matter.
“We need a plan to promote formal work, so that more families in Mexico have access to these programs. Meanwhile, the Moreno member Sasil de León maintained that the modification to the Constitution is “a historical debt” to the workers, as she said that Infonavit returns to building homes with “social orientation.”
“This reform establishes the possibility for Infonavit to once again build homes with a clear and precise social orientation, guaranteeing that working people have access to quality housing, in suitable locations and at affordable prices. This right goes beyond a simple ceiling, is the basis on which other human rights are built, such as education, health and security,” said the senator.
This reform states that Infonavit will establish a socially oriented housing system for workers, which allows them to obtain cheap and sufficient credit for their acquisition or improvement; You will also be able to acquire land and build housing.
It also mentions that the Law of the Institute of the National Housing Fund for Workers will establish the terms and conditions so that workers can access social rental housing, which may not exceed 30% of their salary.
“In any case, preference for access to socially rented housing will be given to working people who have continuously contributed to the fund and do not have their own home. The law will provide mechanisms to avoid discretion or arbitrary interference that limits access to this right,” is mentioned in the reform.
It stipulates that once this constitutional modification comes into force, the Congress of the Union will have up to 180 calendar days to make the necessary adjustments to the Law of the Institute of the National Housing Fund for Workers.
