The plenary session of the National Assembly (AN) again deferred the project to Reform the Law of the Communes, which has among its objectives to consolidate and deepen the exercise of communal power, among others.
During the debate, the plenary approved 25 modifications, incorporations and deletions of some headings, sections and articles of the legal instrument, contemplated in the report presented by the Permanent Commission for the Development of the Communes for discussion article by article.
However, after several observations made by the president of the AN, Jorge Rodríguez, to the aforementioned reform project, the Permanent Commission for the Development of the Communes, headed by the representative, Blanca Eekhout, proposed to the plenary session the suspension of the debate, which was approved by the legislature.
Among the articles approved on the day, this Thursday, is number 38 related to the formation and functions of the Commission of Supreme Social Happiness, which “is the governing body of the Commune in charge of direction, coordination, execution, control and monitoring in matters of social development.”
However, the discussion on the reform project managed to advance to article 43, which refers to the functions of the Security and Peace Commission, and risk management, in the communal councils.
The Organic Law of the Communes “aims to develop and strengthen Popular Power, establishing the rules that regulate the constitution, formation, organization and functioning of communal power.
