The executive secretary of the Bolivarian Alliance for the Peoples of Our America (ALBA-TCP), Jorge Arreaza, published this Thursday a message in which he urges the Government of Brazil to adhere to the provisions established by the Constitution of that country, related with foreign policy.
In his Telegram account, Arreaza stated that “it seems that the great academy and house of Brazilian diplomacy, Itamaraty, and some of its advisors, must be reminded of the most basic principles of the Constitution of their country and the Charter of the United Nations”.
Next, in his message he referred to article 4 of the aforementioned constitution as a way to remind the chancellery of the contents of this provision.
“Art. 4. The Federative Republic of Brazil is governed in its international relations by the following principles:
I. National independence;
II. prevalence of human rights;
III. Self-determination of peoples;
IV. Non-intervention;
V. Equality of States;
VI. Defense of peace;
VII. Peaceful resolution of conflicts;
VIII. Repudiation of terrorism and racism;
IX. Cooperation between peoples for the progress of humanity;
X. Granting of political asylum.”
In the same letter he invoked a single paragraph of the aforementioned constitutional text, which establishes that “the Federative Republic of Brazil will seek the economic, political, social and cultural integration of the peoples of Latin America, with a view to the formation of a Latin American community of nations.”
The publication is a clear message to the Foreign Ministry of the neighboring country, after Brazil vetoed Venezuela in its request for associated membership of the Brics, during the recent summit of that organization held in the Russian town of Kazan.
Finally, Arreaza cited section 2 of article 1 of the Charter of the United Nations, the content of which establishes the obligation to “foster friendly relations among nations based on respect, the principle of equal rights, and the of the self-determination of peoples.”
