Vice Minister of Internal Order resigns due to alleged polygraph test: Minister Juan Santiváñez alleges "personal reasons"

PNP General Luis Ricardo Chávez Gil resigned from the position of Vice Minister of Internal Order of the Home Office after spending almost 5 months in said position in the portfolio. The general of the National Police was also head of the General Directorate of Intelligence (Digimin). Sources close to La República stated that his departure was due to personal reasons, according to what Juan José Santiváñez said.

However, other sources told us the opposite, since this decision by the vice minister came after Santiváñez ordered the polygraph of senior officials like Chávez Gil. This test is a common practice within the Ministry of the Interior and Defense, because these portfolios handle protected and compartmentalized information.

Who is Luis Ricardo Chávez Gil?

Luis Ricardo Chávez Gil is a lawyer with experience in the field of security and internal order in Peru. General PNP has held senior positions in the Ministry of the Interior and the National Police of Peru, as Director of Intelligence in the General Directorate of Intelligence of the Ministry of the Interior (DIGIMIN) and General Director of the Directorate Against Organized Crime, in 2020. In addition, he has been an advisor to the Vice Ministry of Internal Order.

His academic training includes studies in Law, obtaining a Bachelor’s degree from the San Martín de Porres University and a Master’s Degree in Criminal Law and Criminal Procedure from the Catholic University of Los Angeles.

What other senior officials resigned from the Interior portfolio?

Luis Santiago Quiñones Carrasco and Paúl César Guillén Montoya, Those who held the positions of Director of Internal Affairs in the General Office of Institutional Integrity and Advisor II of the General Secretariat, respectively, submitted their resignations in mid-October. It should be noted that Guillén Montoya assumed his duties in July of this year, while Quiñones Carrasco did so in April.

These resignations are in addition to the resignations of four other officials announced on October 15. That day, La República reported on the departures of Raúl Durand Huillca, director of the Budget Office; Evelina Alemán Chávez, director of the Office of Modernization and Institutional Development; and Marco Criollo Zambrano, general director of the General Planning and Budget Office of the Ministry of the Interior.

Likewise, the resignation of Walter Zegarra Figueroa, who held the position of head of the Cabinet of Advisors to the Senior Management of the Ministry of the Interior, is added, consolidating a context of significant changes in the senior management positions of this entity.

Walter Zegarra Figueroa presented his resignation from the position of Chief of Staff of Advisors to the Ministry of the Interior through a letter addressed to Minister Juan José Santiváñez. Although the resignation document does not offer details about the reasons for his departure, sources close to The Republic They indicated that Santiváñez had requested the resignation of his entire team of ministerial advisors, which could be linked to the departure of Zegarra and other officials in that ministerial portfolio.

“This letter serves to inform youmy resignation from the position of Chief of Staffdesignated by Ministerial Resolution No. 0790-2024-IN, dated June 13, 2024. Likewise, I present to you my consideration and enormous gratitude for the trust granted, during the time I worked in the Ministry of the Interior,” reads the letter.
