SANTO DOMINGO.-The political tension that usually generates the election of the Central Electoral Board (JCE), the Chamber of Accounts, the members of the Superior Electoral Court and the completive that must be carried out in the coming weeks in the Supreme Court of Justice (SCJ) , is at its lowest peak in years.

The modality assumed by the current authorities of avoiding the traditional distribution between the political forces by not choosing their members and that at the time even put members of the ruling party against each other, has opened a range of possibilities for independent professionals who meet the requirements. legal.

After the 2020 electoral process, many assumed that the former member of the JCE and member of the Modern Revolutionary Party (PRM), Eddy Olivares, could rejoin the electoral body, but that was not the case.

To justify his non-election, the president of the JCE commission at the time, Ricardo de los Santos, stated that due to his ability and background, Olivares could not be second to anyone and that is why he had not been chosen.

The same thing happened with Henry Merán, from Fuerza del Pueblo, in his aspirations to become Ombudsman. It was not always the intention of the PRM governments to distance politicians from decentralized organizations, nor did maintaining the norm produce good results in all cases.

For the election of the Chamber of Accounts, the deputies chose five shortlists in accordance with the constitutional mandate. The custom was to select the first of each shortlist and/or theoretically, one of each.

Once these fifteen names reached the Senate of the Republic, legislators such as Antonio Taveras, who chaired the commission, and Félix Bautista, worked together and agreed on criteria in affirming that the Upper House was free to decide between those selected.

Result: those designated by deputies with political connections were eliminated and an “independent” Accounts Chamber was chosen, but it did not yield the expected results.

For future elections, only the PLD, once the country’s main political force, has demanded that they be taken into account although they do not have representation in the National Council of the Judiciary or in the Senate.

CNM must choose TSE and SCJ judges
Selection. In the next call of the CNM it will be necessary to appoint four judges of the Supreme Court of Justice (SCJ) to fill vacancies of those who have already completed their term.

The judges who completed their cycle in office are Moisés Alfredo Ferrer Landrón, Blas Rafael Fernández Gómez, Pilar Jiménez Ortiz and Manuel Alexis Read Ortiz, who assumed their positions in 2017.

Likewise, the National Council of the Judiciary (CNM) must elect the members of the Superior Electoral Tribunal when its four-year period concludes, in accordance with the Constitution.
