In the ordinary session of this October 29, the National Assembly (AN) postponed for the second time the discussion of the bill to reform the Organic Law of the Communes and it was rescheduled for Thursday the 31st, at the request of the representative for Barlovento , Liliana González.
“I ask for a deferral to make some corrections that allow the construction of the architecture of the new communal State, as a synthesis of the social democratic state, of law and justice,” said González.
In the proposed agenda, the incorporation of a new heading was proposed, which would become part of article 20, worded as follows: “process of renewal of spokespersons in the communes.”
In this same order, a new article was approved, number 20, thus leaving “the process of renewal and updating of the spokespersons in the commune is permanent, subject to the renewal of the communal councils that make up the commune in compliance with the established periods. by the Ministry of Popular Power with jurisdiction over citizen participation.
The deputies also approved a new title, which would become the third “of the organization of the commune.” Likewise, a new chapter that would become the first chapter “of the commune’s Government structure.”
An innovative point refers to the commune bank, a body that will meet regularly at least every three months to verify and make financial decisions to execute projects with the resources assigned directly by the Executive.
Another change pursued by this reform is to promote comprehensive defense against internal or external threats that seek to end the country’s sovereignty and peace, including the possibility of fighting corruption, fascism, neo-fascism and similar expressions.
In the plenary session this Tuesday, 32 articles containing the reform of the law of the communes were debated.
Regarding the status, in the ordinary session on Thursday, October 24, up to point fifteenth (15) of the report on the reform of the law of the communes was approved. It was appropriate to start the debate on the next point, read by the secretary of the AN.

Rodríguez urged the deputies “to the extent possible that we seek to ensure that the articles of the laws that we approve are a little shorter so that they can be more readable for the purposes of applicability.”
