President Luis Abinader stated this Monday that the appointment of Carlos Pimentel to the General Directorate of Public-Private Partnerships (DGAPP) was made with the intention of integrating the Purchasing and Contracting system, to streamline processes and improve management efficiency. of the State.

«The explanation is in the second article of that decree. It is the efficiency of public institutions. Maybe it wasn’t explained well, but What was sought with the integrated system was to merge all these functionsand if another person is appointed, he will not do it with due speed,” explained the president.

Abinader indicated that he heard the warning from the legal consultant of the Executive Branch, Antoliano Peralta, about the possible conflicts of interest that could be generated by the appointment of the same person as director of Public-Private Partnerships (DGAPP) and of the General Directorate of Public Contracts (DGCP). ). However, he highlighted that “the Consultancy gives its opinion on a case and other decisions are made. “That’s normal.”

The president also referred to the Public-Private Partnerships (PPP) legislation, noting that in 2021 the government sent a modification proposal to Congress to simplify and streamline procedures.

“In the case of PPPs, there are few projects because we also sent a law to modify, in 2021, which even passed in Congress, because the processes needed to be streamlined,” said the president, while emphasizing: “So, in the issue of the efficiency of the State, What was sought was to integrate the entire Purchasing and Contracting systembut it is going to be done in the best way, and there are many honest officials here.

Rehabilitation

In other words, Abinader reacted to speculation about alleged negotiations with former president Danilo Medina to allow him to once again run for president, in exchange for his support for the new constitutional reform, promulgated last Sunday.

«Look, it’s good that you read what I said in the speech about that. First they said that no one had said it, now they say that this one said it, that said it. “I repeat what I said in the speech,” the president responded.
