At the time, Lula canceled his trip to participate in the BRICS Leaders’ Summit, a bloc formed by Brazil, Russia, India, China and South Africa, in Kazan, Russia. The president also had to cancel his trip to the Biodiversity Conference (COP160, in Cali, Colombia, which would be this week.
