The Permanent Criminal Chamber of the Supreme Court dismissed the appeal presented by Wilfredo Oscorimaregional governor of Ayacucho, who requested the annulment of the seizure of some gold earrings valued at US$5,512 which were purchased at the Casa Banchero jewelry store. The Prosecutor’s Office attributes the alleged crime of generic active bribery to Oscorima for these jewels, since they would have been delivered to President Dina Boluarte in July 2023.
According to the tax thesis, this gift would be linked to the signing of Emergency Decree No. 020-2023, which authorized the transfer of more than 66 million soles to the Ayacucho region. During the procedure carried out on May 8, 2024 at the offices of the Illicit Enrichment and Constitutional Complaints Area, Wilfredo Oscorima’s defense presented the requested earrings, but denied their delivery. “The lawyer was asked if he voluntarily agreed to hand over the species exhibited, (…) And, in view of the lawyer’s refusal, they proceeded to seize the goods subject to exhibition,” reads the resolution.
Therefore, the Supreme Court concluded that the seizure was a necessary and proportionate measure and noted that the danger of hindering the process justified this measure. With this decision, the earrings will remain in the custody of the Public Ministry while the investigation into the alleged link between Oscorima and Boluarte in acts of corruption continues.
The Supreme Court will notify the procedural parties and will keep the seized assets as part of the evidence until their relevance in the trial is determined.

Although no direct contact was observed between the two, Oscorima attracted attention for his willingness and collaboration in the distribution of pennants for the official photograph. This event was focused on the signing of the “Social Pact for Education” and brought together representatives to discuss relevant issues in the education sector.
Oscorima, who has confessed to being close to Boluarte, currently facing an investigation for alleged generic active bribery, in relation to the delivery of luxury watches and other jewelry to the president. These acts, according to the fiscal thesis, coincide with an increase in the budget assigned to Ayacucho. The earrings allegedly delivered to the head of state remain in the custody of the Public Ministry.
