José Manuel Villalobos: “Roberto Burneo’s main challenge will be to regain citizen trust”

The executive director of the Peruvian Institute of Electoral Law comments on the election of Roberto Burneo as new president of National Election Jury (JNE), a position that he will assume next November and will hold until 2028.

In this regard, he specified, in statements to Peru21TVthat the main challenge of the next head of the highest electoral body will be to ensure that citizens regain trust in said institution, the same that was lost “by at least a sector of the population or political parties after the 2021 elections.”

“Burneo is going to enter more than a year in advance, that is an advantage because this year it will be able to better prepare the work for the elections,” he added.

What feeling does the election of Roberto Burneo as president of the National Elections Jury leave you?

It is a renewal that occurs by constitutional mandate, Jorge Luis Salas Arenas He was elected in 2020 for four years and his term ends on November 21. The Supreme Court has chosen Burneo who is a supreme judge, he has been on the Supreme Court for two years, and he is also young, he is 47 years old. I believe that its main challenge is to regain the trust that has been lost in the Jury, at least from a part of the population or parties, after the 2021 elections, which were questioned by a sector. There are many who believe that the JNE did its job poorly; Their challenge will be for these people to regain confidence because if not, whoever wins the next elections will also have their election questioned and will be delegitimized.

How should I regain that trust? What mistakes should I not make that Salas Arenas did make?

They are different situations. Salas entered a month before the lists were registered, when the election was underway without the previous experience to plan his work well. Burneo is going to enter more than a year in advance, that is an advantage because he will be able to better prepare his work for the elections, that will allow him to see on the field how the Jury works and arrive more confident than Salas Arenas .
