Prosecutor's Office will investigate 351 people and 15 political parties for alleged Citgo theft

The Venezuelan Prosecutor’s Office received a report detailing the alleged involvement of 351 people and 15 political parties in the Citgo Petroleum corruption scheme for crimes against national assets, criminal association and human rights violations.


This Friday, October 25, the Public Ministry received a report on the alleged participation of political parties and deputies of the 2015 National Assembly, as well as members of the Ad Hoc board of directors of Pdvsa Holdings and Citgo Petroleum in alleged acts of corruption in the management of the PDVSA subsidiary in the United States.

The report prepared by a special commission was delivered by the first vice president of the National Assembly, Pedro Infante, and identifies 351 people that they would be accused of committing crimes against the country, attacking the nation’s heritage, causing pain and suffering to the people and massively violating human rights, according to statements by the prosecutor appointed by the late constituent Tarek William Saab.

In addition, 15 complicit political parties are mentioned, as well as different non-governmental organizations that supposedly received financing from Citgo’s Simón Bolívar foundation.

The Public Ministry considered the case as «one of the worst corruption plots that Venezuela has known in its republican history, because those who committed the crimes had no prior qualifications but were handpicked, even elected abroad under the administration of Donald Trump, to exercise de facto a government that sought to loot and destabilize the country».

Pedro Infante, in charge of the commission investigating the case, also delivered a dossier containing 19 documents that include alleged elements of evidence regarding the participation of the 2015 Assembly in the case.

Saab received the documents and assured that the organization will proceed with the investigations, for which national prosecutors were appointed.

He added that there is already an investigation with evidentiary documents on the “theft and dispossession of Citgo”, where senior management executives are linked to receiving funds from Frontier Group Magnament and Apolo Global Magnament, under loans on unfavorable conditions for the industry, offering as guarantee to the subsidiary itself. This contract, according to the Prosecutor, was signed without the approval of the State and compromised the assets of the Republic.

In 2017, Jose Ángel Pereira, president of Citgo, Tomeu Vadell Recalde, Jorge Luis Toledo Kohury, Gustavo Adolfo Cárdenas Cardona, José Luis Zambrano Colina and Alirio José Zambrano Colina, were convicted of the crimes of fraudulent embezzlement, legitimation of capital and concert of official with contractor and association to commit a crime.

The former officials of the Venezuelan subsidiary were sentenced on November 26, 2020.

In the opinion of the Public Ministry, the plot continues on a worse scale, because it is already a de facto seizure of Citgo as a company through organized crime.

In parallel, he announced that they have 22 investigations open against members of the interim government led by Juan Guaidó.
