The president of the National Assembly, Jorge Rodríguez, specified that the solution to the problems comes from the communities, ensuring that by November 15 the Organic Law of the Communes will be reformed and the other five regulations of Popular Power pending review will be in progress. .
He made this statement during his speech at the public consultation day held in the state of Anzoátegui, where he urged the audience to present their proposals and take them to the National Assembly.
Rodríguez emphasized that the main function of the deputies is to speak directly with their people, and that after the required reforms they will not represent a list or a circuit, but a commune.
He referred to Commander Hugo Chávez’s Coup de Timón speech, pointing out that it clearly establishes the new form of territorial organization with a view to the establishment of communal socialism, which he reliably entrusted to President Nicolás Maduro.
He indicated that the reform of the Organic Law of the Communes is a priority, with the purpose of strengthening their mission. “To make legal the obligation for regional governments and mayors to carry out consultations. It cannot be that Maduro is the one who calls, it must be something natural. It is not understood that a budget is being administered by the mayors, the mayoral employees; The budget has to be managed by the people, because otherwise we are not a revolution, we are not a new, different society. The communes and communal councils have to administer it,” he stressed.
The deputy questioned whether the same form of territorial organization by parishes has been maintained since the time of the Spanish imperialists.
In addition, he pointed out that those who want to be candidates for popularly elected positions must go to the communes, circuits, constituencies and “ask their communes, if the commune accepts you to be a candidate.”
“How long will this story of, ‘it’s not that I’m a deputy for such a circuit or that I’m a deputy for a regional list.’ I am the deputy of commune A, B, C, D, E, F, the deputy of this commune and it is a more efficient way of organizing the territory, of organizing resources,” he said.
Likewise, he stressed that “the acts of corruption and irregularities are infinitely fewer when the communes and communal councils administer.”
He noted that Chávez’s great dream was organization into communes. “That the cities were cities among equals, not capitalist cities among unequals, not lies and theft as happens in capitalism, because the money is earned more by the people and because the only way to solve the needs that our people have is for the people decide how resources are managed.”
He stressed that the deputies who are in the Federal Legislative Palace without going out into the street “have no idea of the functions they must perform.”
