Solidarity Supply Points: when will they start to be built and how will they work

Bogota and Medellin have reportedly not accepted the government's program to fight hunger

After his arrival at the Department of Social Prosperity, the current director of this entity, Gustavo Bolívar, announced that one of the priorities of his administration was going to be the implementation of initiatives that aimed towards the economic independence of the regions and guarantee a stable income for communities in the most remote regions of the country.

Based on this, a few months ago it announced the Solidarity Supply Points strategy, which, in simple terms, seeks to create small centers for the collection and sale of products and services in the municipalities of the country, in which its main actors will be the inhabitants of those towns.

“The PAS are buildings that go beyond the concept of a market square: in addition to sales stalls, their design includes storage areas, a kitchen and a community dining room, and a Bienestarina distribution area, run by the Colombian Institute of Wellbeing. Family (Icbf)”, the Presidency explains in this regard.

This program aims to contribute to the eradication of hunger and the progressive guarantee of the human right to food, through work and support for the popular economy; remembering that this last element is transversal to the proposals with which Gustavo Petro came to the Presidency.

There is already a start date

This week, the General Director of Social Prosperity referred this week to the progress of the Solidarity Supply Points (PAS) and said that before the end of next November the construction of these buildings will begin in those towns that were chosen in the process selection process that was carried out a few months ago.

“It is good news that of the 60 properties that we have visited until last Friday, October 18, only three do not meet the technical requirements,” said Bolívar, who in turn explained that this number represents a very low proportion and that, in any case, The mayors have been asked to present other properties so that they are not left out of the call.

“Those municipalities are Chigorodó and Remedios, in Antioquia; and San Juan de Nepomuceno, in Bolívar. Every week the entity is making an average of between 25 and 30 visits and before the end of November (we aspire) to begin the construction of the 150 PAS,” said Bolívar, who noted that they currently have 18 contractors to execute them.

The DPS Director also said that “the schedule is perfect.”. Once the visits are over, we will begin to make inter-administrative agreements with the mayors and lay the first stones. At Social Prosperity, that makes us happy because we are delivering for the communities,” and described the PAS as “a milestone in the construction of social infrastructure,” referring to the speed of execution and the number of works: “150 will be done in less than of 10 months.”

The implementation of the Solidarity Supply Points focused on capital cities, in municipalities with Development Programs with a Territorial Approach (PDET) and in others that present high levels of vulnerability and poverty. The visits are carried out by the Financial Institution for Territorial Development (Findeter), with whom Social Prosperity signed a contract for 520,000 million pesos at the beginning of September to provide comprehensive technical assistance for the works in 150 municipalities throughout the country. .

Finally, it must be made clear that along with the physical and documentary verification of the properties, the project is currently advancing with the design of the agreements that will be signed with the territories for the start of execution of the works.
