The National Assembly (AN) began this Tuesday the second discussion of the Bill to Reform the Law of the National Flag, National Anthem and Coat of Arms of the Bolivarian Republic of Venezuela, in order to strengthen respect and admiration for them. .
The debate advanced to article 4 of the legal instrument, when representative Carolina García requested the deferral of the debate, “because there are some omissions and to take into consideration the suggestions and opinions, to re-present it to the plenary session and continue its second discussion.” .
On October 15, deputy Pedro Carreño presented to the plenary session the draft modification to the legal instrument, in accordance with the provisions of article 104 of the Internal and Debating Regulations of the AN.
On that occasion, he pointed out that the reform to the law incorporates articles of a punitive nature.
“The reform aims to reinforce the duty of Venezuelans to honor and defend the symbols of the country. Furthermore, it has the fundamental purpose that we respect and admire. The law must contain a punitive scope due to its coercivity, since if it is not complied with by conviction, it is complied with by coercion for fear of the sanctions that may result from non-compliance,” he emphasized.
Likewise, the reform contemplates the inclusion of two articles, the first of them in the procedural area for the imposition of sanctions, while the second includes the content of the judicial remedy.
