Various business associations raised their voices in protest against the supreme decree (DS 189-2024-EF) which reduces and eliminates the Simplified Restitution Mechanism of Tariff Duties (Drawback) to non-traditional exports.

The statement signed by ADEX, Agap, CCL, Canatur, ComexPerú, Confiep, Perú Cámaras, SNI, SNP and Plataforma Nacional Gremios Mipymes, indicated that said resolution is surprising and inopportune and constitutes a serious attack against exports, which, they argued, bring foreign currency, create added value, and generate more than four million direct and indirect jobs throughout Peru.
“This mechanism (the Drawback) allows non-traditional exporters to face the increase in internal costs and the country’s lack of competitiveness,” the unions said.
Serious crisis
Another of the arguments, why the businessmen indicated that the reduction and subsequent elimination of the drawback is inappropriate, is the very serious crisis faced by the fishing sector for direct human consumption and aquaculture. According to them, the measure puts tens of thousands of regional jobs at risk.
“Also, (it is being put at risk) the harvest and dispatch of our most important agro-export products, shipments of garments from the clothing sector, metalworking, steel, and wood production, among others, given that they will have to assume losses, in some cases, and, in others, paralyze shipments due to not being able to increase the export prices already agreed with customers,” they stated.
The signatories specified that proceeding in this way without putting on the agenda a reform that allows improving national competitiveness, especially in terms of infrastructure, will end up affecting investments and jobs, and causing the closure of companies, many of them, in the regions of Peru. .
“Given the above, we demand that this measure be reversed immediately and that we focus on encouraging investments, unblocking works, eliminating barriers and regulations, as well as fighting against citizen insecurity, informality and criminal economies, which are the real problems that They affect our citizens and those who generate wealth for the country,” the unions concluded.
