He Congress of the Republic approved the opinion authored by the congressman Jose Cueto which gives the General Directorate of Captaincies and Coast Guard (Dicapi) the function of repressing illicit activities in the Peruvian sea, acting as maritime, river and lake police.

The initiative was approved in the second vote and his signature must be sent to the Executive power for it to be approved or observed.
The congresswoman Adriana Tudelapresident of the National Defense Commission, supported the ruling and assured that the rule fills a gap in the legislation of the National Maritime Authority.
“The purpose is to combat, for example, problems such as illegal fishing and promote the detection of foreign vessels in the Peruvian sea that do not have the corresponding authorizations,” he assured.
“The rule states that the Dicapi National Maritime Authority (…) is empowered to exercise maritime, river and lake police, in order to apply and enforce national regulations and international instruments to which Peru is a party (. ..) for which it legitimately employs and uses force in defense of the person, society and the State, in compliance with the functions established in this rule and its Regulations.”
Likewise, the document indicates that the “Action or Intervention protocols, complementary provisions for the use of force, will be evaluated and prepared by Dicapi and approved by Resolution of the General Command of the Peruvian Navy.”
