The 2020 National Assembly asked the Prosecutor’s Office to initiate an investigation against former rector Juan Carlos Delpino for alleged participation in the commission of the crimes of fraud, falsification of documents, conspiracy, association, promotion of hatred and treason.

The deputies of the Legislative Branch also gave the green light for the Attorney General’s Office to initiate an investigation against the former official.
The decision was approved in the ordinary session this Thursday, October 17, by two-thirds of Parliament. The Legislative Branch asked the Prosecutor’s Office to investigate Delpino’s alleged participation in the alleged commission of the crimes of fraud, falsification of documents, conspiracy, association, promotion of hatred and treason.
After the debate, Parliament appointed and swore in as principal rector Conrado Perez in office, who had served as Delpino’s deputy.
The appointment was Deputy Alfonso Campos. He argued that Pérez is a “defender of the nationalist cause and recognizer of State institutions” and endorsed by the PSUV. Aura Rosa Hernández, replaces Pérez as incorporated substitute rector.
Delpino as a center of debate
At the point of discussion, the president of Parliament, Jorge Rodríguez, said that “the criminal Delpino arrived until today.”

He accused Delpino of being part of a conspiracy against the government of Nicolás Maduro, in which, according to him, Spain is involved.
“He is responsible for the 27 deaths and they do not have to pay for them, no one says that, those deaths do not hurt Borrell,” he added.
According to the president of the Legislature, former Oil Minister Rafael Ramírez would have paid Delpino to try to distort the electoral results favorable to Nicolás Maduro that the CNE announced.

Rodríguez also submitted Delpino’s political and administrative responsibility to a vote of the 2020 deputies. He urged the Prosecutor’s Office to act immediately and also apply the Asset Forfeiture Law against Delpino’s assets in Venezuela.
Before Rodríguez took the right to speak, the ruling of the Plenary Chamber of the Supreme Court of Justice (TSJ) in this regard, required in article 31 of the Organic Law of the Electoral Power (LOPE) for the removal, was read.
Deputy José Villarroel asked at the beginning of this debate to unanimously approve the measure against Delpino. “When the country needed him most, he betrayed his commitment and duty,” he commented. The parliamentarian reported that on July 28, when the CNE was being attacked, the former rector refused to meet in the totalization room and was absent from his duties.
He noted that after the elections, Delpino “without any evidence” questioned the electoral system before a television channel.
Subsequently, deputy Iris Varela (Psuv) took the floor to remember that the Penal Code establishes penalties of 12 to 24 years in prison for crimes such as against the country.
“We cannot but be outraged, this official in a disgusting way allied himself with the enemies of the country to conspire against the Republic. This is what this Mr. Delpino has done, he has incurred very serious crimes enshrined in Venezuelan criminal law. They are crimes that attack the State, against the republican form. Conspiring against the country is a serious crime here and in any country on the globe,” he lashed out.
He also asked that, in the future, people like Delpino not be able to run for public office by popular vote or designation. In this regard, Rodríguez indicated that the “new attacks” committed by the opposition with the July 28 elections will be included in the reforms of the electoral laws, as causes that prevent them from seeking public office.
